After defeating the Axis power during WW2, the USA and USSR remained the two superpowers until the end of the Cold War that lasted from 1946 to 1991. Despite cooperation during WWII, the US and the Soviet Union were rivals during the Cold War period. The collapse of the Soviet Union in 1991 gave rise to various developments that the USA as the only superpower has to deal with. Historians of the Cold War argue that the post-cold war effects still have influences on major foreign policies and international relations. They state that post-Cold War forces or developments stretch from several immediate effects to far-reaching changes that are still present. In this paper I will argue that the three most important developments in the post-Cold War period are: 1) the rise of the U.S as the world’s only superpower, 2) fragmentation (globalization and clash of civilization), and 3) the rise of asymmetric conflicts because they are broad enough to include other post-Cold War forces that have been shaping how the leading power, the U.S. acts and reacts to the rest of the world and vice versa. To do this, first, the paper will explore these major post-cold war forces or developments in details. Then, it will analyze how and why successfully the three post-cold war U.S. presidents: Bush, Clinton and Bush attempted to address these changes.
